If the video shows a speaker's lips, replace isolated, single words. If you are inserting new audio that's slightly too long into an empty gap, options will be displayed to show you it doesn't fit. Delete the old audio, THEN insert the replacement audio. A sliver of sound will be distracting when the video plays. Normalizing a sliver of silence will produce a burst of noise.
